The main work contents are as follows: With the land inspection management unit as the basic monitoring object and cultivated land as the monitoring focus, the intelligent monitoring technology of remote sensing images based on high frequency and full coverage of high-resolution satellite remote sensing images is adopted to realize efficient and targeted monitoring of the status quo and changes of cultivated land in the region. By providing a full range of data and technical support to help improve the efficiency of land management. 二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業政策：本項目不是專門面向中小企業采購，評審時小型和微型企業產品享受10%的價格折扣；（2）殘疾人福利性單位，并將其視同小微型企業。 (b)Qualification requirements to be met to implement government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises procurement, small and micro enterprise products enjoy 10% price discount at the time of review; (2) welfare units for the disabled, and regard them as small and micro enterprises. (c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單； (c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; 2. Must have the Surveying and Mapping Qualification Certificate issued by the competent department of natural resources according to law, the qualification level must be B or above, and the business scope includes photogrammetry and remote sensing; (3) It must be a legal person or an unincorporated organization legally established in China; 4. Subcontracting is not allowed for this project.
