Before the completion of this procurement work, the original service unit shall continue to provide services. 二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國政府采購法》第二十二條規定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：浦東新區鎮級以上主干河道水質自動監測站（岸邊站）運維包件2專門面向小微企業采購，評審時小微企業產品均不執行價格折扣優惠。浦東新區鎮級以上主干河道水質自動監測站（岸邊站）運維包件1專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠。（2）殘疾人福利性單位，并將其視同小微型企業。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: Pudong New Area town level and above main river water quality automatic monitoring station (shore station) operation and maintenance package 2 is specifically targeted at small and micro enterprises for procurement, and during evaluation, small and micro enterprise products are not subject to price discounts. The operation and maintenance package 1 for the automatic monitoring station (shore station) of water quality in the main river channels at or above the town level in Pudong New Area is specifically purchased for small and medium-sized enterprises. During the evaluation, no price discount will be implemented for products from small and medium-sized enterprises. (2) Welfare units for disabled people and treat them as small and micro enterprises. (c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）； (c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) This project does not allow subcontracting (i)符合《中華人民共和國政府采購法》第二十二條的規定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
